OK so not as big an idea as the first by any means, but so much wasted energy is used in packaging it makes no sense to me why we can not simply make the vast majority of things out of packaging that is made from a fixed set of materials and just tax the rest.
Either make things from materials that are clearly marked and directly recyclable or make them from materials that are reusable. This halfway house of waiting for the markets to get there on their own simply isn't working.
